The Redskins have promoted Cole Spencer and David Whittington to national scouts, and elevated Matt Evans to the role of college scout in the Southeast region.

Spencer is entering his 10th season with the Redskins in 2019 and most recently oversaw the team's scouting operations in the Southeast region. He previously spent seven seasons as a college scout after joining the Redskins as a scouting intern in 2010.

Whittington is entering his 11th season with the Redskins and most recently oversaw scouting operations in the Southeast region. He previously spent seven seasons as a college scout, two seasons as the team's BLESTO scout, and assisted with scouting college players in the Northeast region. He first joined the organization as an intern in the personnel department.

BLESTO, one of two major scouting service alliances in the NFL, requires each participating team to assign one scout to the group each year.

Evans is entering his sixth season with the Redskins and oversaw the team's scouting operations in the Northeast region from 2015 to 2018. He will now be responsible for overseeing the team's scouting operations and evaluation of the Southeast region, which is widely regarded as the most talent-rich region in the country.

"We're excited to announce the changes and additions to our player personnel department," Senior Vice President of Player Personnel Doug Williams said in a statement. "These individuals have worked extremely hard every day to help build our roster. We value the importance of this department and the personnel that contributes in the day-to-day operations."

The Redskins also named former BLESTO scout Harrison Ritcher the new college scout in the Southwest region, and named former scouting assistant Peter Picerelli the new college scout in the Northeast region. Ron Rose, a scouting assistant in 2018, has been named the new BLESTO scout and will operate out of the Northeast region, scouting underclassmen. Picerelli has been a scouting assistant with the Redskins for the past two seasons.

Ritcher, the team's BLESTO scout the past two seasons, is entering his third season with the Redskins and his first as a college scout. He will now be overseeing their scouting operations in the Southwest region. Ritcher previously worked for the Cleveland Browns' personnel department for four seasons.

The Redskins also hired Connor Barringer of Pro Football Focus as a football strategy analyst and Tyler Claytor as a scouting assistant. At Pro Football Focus, a subscription service owned by NFL broadcaster Cris Collinsworth, Barringer was tasked with breaking down game film and grading players since 2018.

Claytor played defensive line for William and Mary from 2012 to 2016 and spent the 2016 offseason as a member of the Chicago Bears. He played defensive line for the Richmond Roughriders, an arena league, following his stint with the Bears and coached linebackers at Ave Maria University in 2018.
